STATEMENT:

This policy defines procedures for submitting for approval a new WLU policy or for submitting a revision(s) to current WLU policies.

I. WHO MAY SUBMIT NEW POLICIES OR REVISIONS:

A. Staff members may submit new policies or revisions of current policies to the Classified Staff Council, which will be charged to consider the suggestions and to determine if the Council will forward them to the Executive Director of Human Resources.

B. Faculty members may submit new policies or revisions to current policies to the Faculty Senate, which will be charged to consider the suggestions and to determine if the Senate will forward them to the Provost.

C. Non-classified staff (administrators) may propose new policies or revisions to existing policies directly to the President of the University but must supply a copy of said submission to the Executive Director of Human Resources, Classified Staff Council, Faculty Senate, or the Deans Council prior to such submission. These bodies shall have the opportunity to review and comment on these proposals.

D. Deans Council may propose new academic policies or revisions to existing academic policies directly to the President of the University but must supply a copy of said submission to the Faculty Senate and Executive Director of Human Resources prior to such submission. These bodies shall have the opportunity to review and comment on these proposals.

PROCEDURE:

II. APPROVAL:

A. Suggestions submitted to the Classified Staff Council will be sent to the Executive Director of Human Resources with a recommendation to approve or decline.

Human Resources may confer with the Council before issuing a recommendation which will be sent to the President of the University, copying the Council. After receipt of the recommendation from Human Resources, the Council will have opportunity to comment to the President, who will have the final decision to approve or disapprove the policy or revision to policy.

B. Suggestions submitted to the Faculty Senate will be sent to the Provost with a recommendation to accept or decline. The Provost may confer with the Senate before issuing a decision which will be sent to the President of the University. The Provost will forward a decision on the Senate recommendation to the President, copying the Senate and the Executive Director of Human Resources. After receipt of the academic affairs recommendation, the Senate and Human Resources will have opportunity to comment to the President, who will have the final decision to approve or disapprove the policy or revision to policy.

C. Before submitting policies to the President with a recommendation to accept or decline, the non-classified staff must supply a copy of said submission to the Executive Director of Human Resources, Classified Staff Council, Faculty Senate, and/or the Deans Council depending upon whom the changes affect. The President will make the final decision to approve or disapprove the policy or revision to the policy.

D. The Deans Council will forward to the President those policies which affect the Faculty of the University. A copy of Faculty Senate’s recommendation will accompany the Deans recommendation. The President will make the final decision to accept, decline, or return the policy for consideration.

E. The President has the final local authority on all policies. His/her decision will be copied to the Executive Director of Human Resources, whose responsibility it will be to communicate the decision to the appropriate group(s).

F. The President of the University will consider all recommendations for approval or disapproval. His/her decision will be copied to the Executive Director of Human Resources, the Provost, and the administrator or the advisory body originating the suggestion.

G. All approved WLU policies and procedures will be retained by the Human Resources Office in a “Master Institutional Copy.” It is the responsibility of the Human Resources to maintain the official master copy and to disseminate update copies to all appropriate employees and groups. Appropriate dissemination may occur through the periodic updating of the policy statements on the University/Human Resources web page(s).

H. Human Resources shall forward a copy of any new or revised polic(ies) to the Higher Education Policy Commission (HEPC) representative in a timely manner.
