I. GENERAL PROVISIONS:
All requests for new or replacement employment must be reviewed and approved by the President’s Council in consultation with the Executive Director Human Resources before any advertisement or job announcement is released internally or externally. All requests for employment are to be submitted directly to the CFO/CPO with a copy to the Executive Director Human Resources. Forms to be used in requesting new positions are available in the Office of the CFO/CPO and the Human Resources Office. If an existing position becomes open through resignation or retirement, it is still necessary to formally request the approval for hiring a replacement. Additionally, all requests for changes of classification must be reviewed and approved by the President’s Council in consultation with the Executive Director Human Resources before any reclassification can occur.
II. PROCESS:
1.) FULL-TIME: Requests for new or replacement full-time faculty, classified, or non-classified positions must be submitted at least 15 days before the anticipated date of the job announcement. Within ten days of the receipt of a request for a new position, the President’s Council will meet to review the request. The unit head making the request may be asked to be present for the Council meeting to provide answers to questions relative to the request and to document the need for the addition/change. The Council will recommend the approval or denial of each request to the President for final decision.
2.) PART-TIME (NON-FACULTY): All requests for part-time or temporary employment, excluding student work-study, must follow the procedure outlined above unless provisions have been made in advance through the budget process to hire part-time, temporary, or student personal service employees.
3.) ADJUNCT FACULTY: A procedure is in place to be utilized in the hiring of adjunct faculty. Copies of this procedure are available in the Office of the Provost/Vice President for Academic Affairs.
4.) CHANGES IN CLASSIFICATION (CLASSIFIED EMPLOYEES): All requests for classification reviews must first be processed through the Human Resources Department. A revised Position Information Questionnaire (PIQ) must be filed, clearly outlining the revised responsibilities of the position in question. The Executive Director Human Resources will evaluate the PIQ according to Classification System guidelines and will make a decision concerning the proper classification. The unit head or employee making the request may be asked to meet with the Executive Director to answer questions and to provide information relative to the classification review.
